FORMATION OF UOSFPA(গঠণ প্ৰক্ৰীয়া):

Formation of the UOSFPA Core Committees (UOSFPA ৰ মূল সমিতিসমুহৰ গঠণ প্ৰক্ৰিয়া):

A. Formation of the Board of Directors (UOSFPA ৰ সঞ্চালক মণ্ডলীৰ গঠণ প্ৰক্ৰিয়া):

  • The UOSFPA Main Board Committee will consist of a maximum of 21 members. UOSFPA ৰ মূল বৰ্ড কমিটিত উচ্চতম ২১জন সভ্য থাকিব।
  • The formation of this committee shall be in accordance with the registered by-laws of the cooperative.এই সমিতি গঠণ প্ৰক্ৰীয়া সমবায়ৰ পজ্ঞিকৃত উপবিধিৰ মতে হব।
  • This committee shall be elected from among the district representatives sent from each member district. In this case, a district can send only one representative. এই সমিতিখন প্ৰতি সভ্য জিলাৰ পৰা পঠিওৱা জিলা প্ৰতিনিধিৰ পৰা নিৰ্বাচন কৰিব। এই ক্ষেত্ৰত এখন জিলাই এজনহে প্ৰতিনিধি পঠিযাব পাৰিব।
  • In case of shortage of candidates, the Secretary-General of UOSFPA shall apply to the Zonal Committees to send representatives. এই ক্ষেত্ৰত প্ৰাৰ্থী কম হলে UOSFPA ৰ মূল সম্পাদকীয়ই ক্ষেত্ৰীয় কমিতি সমূহক প্ৰতিনিধি পঠিয়াবলৈ আবেদন কৰিব লাগিব।

B. Formation of UOSFPA Agro-ecological Development Board or District Committees UOSFPA ৰ পৰিবেশগত কৃষি উন্নয়ন মণ্ডলী অথবা জিলা কমিতিৰ গঠণ প্ৰক্ৰীয়াঃ

  1. The Secretariat Committee of UOSFPA shall declare the dissolution of the previous committee to the District Committees three months prior to the formation of the Main Committee of UOSFPA, UOSFPA ৰ মূখ্য কমিতি গঠণৰ তিনিমাহৰ আগত জিলা কমিতিসমূহক UOSFPA ৰ সম্পাদকীয় কমিতিয়ে পূৰ্বৰ কমিতি ভংগ ঘোষনা কৰিব লাগিব।
  2. District Committees shall be reconstituted by direct election within 15 to 30 days of the declaration of dissolution, জিলা কমিতি ভংগ ঘোষনা কৰা ১৫ ৰপৰা ৩০ দিনৰ ভিতৰত জিলা কমিতি সমূহৰ প্ৰত্যক্ষ নিৰ্বাচন কৰি পুনৰগঠন কৰিব।
  3. The District Committee shall consist of at least 17 members. These members shall be selected from the processing and executive members of the UOSFPA, জিলা কমিতিখন কমেও ১৭ জনীয়া হব লাগিব। এই সভ্যসকল UOSFPA ৰ প্ৰক্ৰীয়াকাৰক আৰু কাৰ্যকৰী সভ্যৰ পৰা নিৰ্বাচন কৰিব লাগিব।
  4. In case of election of members, at list one member may be elected from each Agricultural Block Development Area, সভ্য নিৰ্বাচনৰ ক্ষেত্ৰত প্ৰতি খণ্ড কৃষি উন্নয়ন ক্ষেত্ৰৰ পৰা অন্তত এজন সভ্য নিৰ্বাচিত কৰিব।
  5. One member shall be elected as the President of the District Committee from among the said elected members. and this President shall be sent as a representative from the District Committee to form the Main Committee, উক্ত নিৰ্বাচিত সভ্যৰ পৰা এজন সভ্যক জিলা কমিতিৰ সভাপতি নিৰ্বাচিত কৰিব। আৰু এই সভাপতি জনক জিলা সমিতিখনৰ পৰা মূল সমিতি গঠণৰ বাবে প্ৰতিনিধি হিচাপে পঠিয়াব লাগিব।
  6. The central committee has appoint one Secretary to each District Committee. He will perform the chief secretarial duties of the district as the Assistant Secretary of Organic farming promotion of the Qualifications and Functions Main Committee. His title will be “Regional Auditor”, কেন্দ্ৰিয় সমিতিয়ে প্ৰতিখন জিলা কমিতিত এজনকৈ সম্পাদক নিযুক্তি দিব। তেওঁ অৰ্হতা আৰু কৰ্মৰাজি মূল সমিতিৰ সম্পাদকৰ সহকাৰী হিচাপে জিলাখনৰ জৈৱিক কৃষি প্ৰসাৰত মূখ্য সম্পাদকীয় কাম সম্পাদন কৰিব। তেওঁৰ পদবী হব “আঞ্চলিক হিচাপ পৰিক্ষক”।
  7. The District Committee should nominate all the recommendations required to manage their district as an advisor to an agriculture and government official. which will be civilized post of the cooperative State Council. জিলা কমিতিয়ে নিজৰ জিলাখন পৰিচালনা কৰিবলৈ প্ৰয়োজনীয় সকলো পৰামৰ্শ এজন কৃষিক ও কৃষি সম্পকীয় চৰকাৰী বিষয়াক উপদেষ্টা হিচাপে মনোনয়ন কৰি লৱ। যি সমবায়ৰ ৰাজ্যিক পৰিষদৰ পদেন সভ্য হব।
  8. This committee is involved in organic farming promotion. এই কমিতি জৈৱিক কৃষিৰ সতে জড়িত।

C. Formation of UOSFPA Socio-economical Development Board or Zonal Committees UOSFPA ৰ আৰ্থ-সামাজিক উন্নয়ন মণ্ডলী অথবা ক্ষেত্ৰীয় কমিতিৰ গঠণ প্ৰক্ৰীয়াঃ

  1. This committee shall be constituted by bringing together at least five districts with geographical area as a regional area. এই কমিতি ভৌগোলিক এলেকা ভিত্তিত সামজঞ্চ থকা নুন্যতম পাঁচখন জিলা লগ কৰি এটা ক্ষেত্ৰীয় এলেকা হিচাপে ধৰি লৈ গঠণ কৰা হব।
  2. This committee is involved in organic agricultural food processing, এই কমিতি জৈৱিক কৃষি খাদ্য প্ৰক্ৰিয়া কৰাৰ সতে জড়িত।
  3. The Zonal Committee shall consist of at least 11 members. These members shall be selected from the register buyers and executive farmer members of the UOSFPA, ক্ষেত্ৰীয় কমিতিখন কমেও ১১ জনীয়া হব লাগিব। এই সভ্যসকল UOSFPA ৰ বেপাৰী আৰু কাৰ্যকৰী কৃষক সভ্যৰ পৰা নিৰ্বাচন কৰিব লাগিব।

  5. The Secretariat Committee of UOSFPA shall declare the dissolution of the previous committee to the Zonal Committees forty five prior to the formation of the Board of Directors of UOSFPA, UOSFPA ৰ মূখ্য কমিতি গঠণৰ পঞ্চলিছ দিনৰ আগত ক্ষেত্ৰীয় কমিতিসমূহক UOSFPA ৰ সম্পাদকীয় কমিতিয়ে পূৰ্বৰ কমিতি ভংগ ঘোষনা কৰিব লাগিব।
  6. Zonal Committees shall be reconstituted by direct election within 15 days of the declaration of dissolution, ক্ষেত্ৰীয় কমিতি ভংগ ঘোষনা কৰা ১৫ দিনৰ ভিতৰত ক্ষেত্ৰীয় কমিতি সমূহৰ প্ৰত্যক্ষ নিৰ্বাচন কৰি পুনৰগঠন কৰিব।
  7. One member shall be elected as the President of the Zonal Committee from among the said elected members. and this President shall be sent as a representative from the Zonal Committee to form the Main Committee if need, উক্ত নিৰ্বাচিত সভ্যৰ পৰা এজন সভ্যক ক্ষেত্ৰীয় কমিতিৰ সভাপতি নিৰ্বাচিত কৰিব। আৰু প্ৰয়োজন সাপেক্ষে এই সভাপতি জনক ক্ষেত্ৰীয় সমিতিখনৰ পৰা মূল সমিতি গঠণৰ বাবে প্ৰতিনিধি হিচাপে পঠিয়াব লাগিব।
  8. Appoint one Secretary to each Zonal Committee. He will perform the chief secretarial duties of the zonal areas as the Assistant Secretary of quality production of the Qualifications and Functions Main Committee. His title will be “Zonal Auditor”, প্ৰতিখন ক্ষেত্ৰীয় কমিতিত এজনকৈ সম্পাদক নিযুক্তি দিব। তেওঁ অৰ্হতা আৰু কৰ্মৰাজি মূল সমিতিৰ সম্পাদকৰ সহকাৰী গুণগত উৎপাদনত হিচাপে উক্ত ক্ষেত্ৰীয় এলেকাত মূখ্য সম্পাদকীয় কাম সম্পাদন কৰিব। তেওঁৰ পদবী হব “ক্ষেত্ৰীয় হিচাব পৰিক্ষক”।

Formation of the UOSFPA Secretariat Councils (UOSFPA ৰ সম্পাদকীয় পৰিষদ সমুহৰ গঠণ প্ৰক্ৰিয়া):

A.Formation of the UOSFPA State Council (UOSFPA ৰ ৰাজ্যিক সম্পাদকীয় পৰিষদ গঠণ প্ৰক্ৰিয়া):

  1. The council shall consist of a minimum of five members headed by the President and Secretary of the Board of Directors of the cooperative.এই পৰিষদত সমবায়ৰ সঞ্চালক মণ্ডলীৰ সভাপতি আৰু সম্পাদকৰ নেতৃত্বত নূন্যতম পাঁচজন সদস্য থাকিব লাগিব।
  2. The council shall act as an member to consist of the advisors of the regional committees of the cooperatives, the project managers of the cooperatives, representatives of the organizations affiliated to the cooperatives and the officers nominated by the ranks of the cooperatives and investors shall act as advisors. এই পৰিষদত সমবায়ৰ ক্ষেত্ৰীয় কৰ্মৰ লগত জড়িত আঞ্চলিক কমিতিৰ উপদেষ্টা সকল, সমবায়ৰ প্ৰকল্প পৰিচালকসকল, সমবায়ৰ সতে জড়িত সংস্থাৰ প্ৰতিনিধিসকল সভ্য হিচাপে থাকি সমবায়ৰ পজ্ঞিয়কৰ দ্বাৰা মনোনিত বিষয়া আৰু বিনিয়োগকাৰী সকল উপদেষ্টা হিচাপে কাৰ্যকৰী হব।

B. Formation of the UOSFPA Zonal Secretariat Council (UOSFPA ৰ ক্ষেত্ৰীয় সম্পাদকীয় পৰিষদ গঠণ প্ৰক্ৰিয়া):

  1. The council shall consist of a minimum of three members headed by the Secretary of the Board of Directors of the cooperative.এই পৰিষদত সমবায়ৰ সঞ্চালক মণ্ডলীৰ সম্পাদকৰ নেতৃত্বত নূন্যতম তিনিজন সদস্য থাকিব লাগিব।
  2. The cooperative zonal secretaries will serve as members of this council.এই পৰিষদে সমবায় ক্ষেত্ৰীয় সম্পাদকসকল সভ্য হিচাপে কাৰ্যনিৰ্বাহ কৰিব।

Formation of the UOSFPA Regional Audit Council (UOSFPA ৰ আঞ্চলিক হিচাপ পৰিক্ষক পৰিষদ গঠণ প্ৰক্ৰিয়া):

  1. The council shall consist of a minimum of three members headed by the Secretary of the Board of Directors of the cooperative.এই পৰিষদত সমবায়ৰ সঞ্চালক মণ্ডলীৰ সম্পাদকৰ নেতৃত্বত নূন্যতম তিনিজন জন সদস্য থাকিব লাগিব।
  2. The cooperative regional secretaries will serve as members of this council.এই পৰিষদে সমবায় আঞ্চলিক সম্পাদকসকল সভ্য হিচাপে কাৰ্যনিৰ্বাহ কৰিব।
